Where Can I Find A List Of The Best Cpu’s On The Market For A Pc? Friend Is Buying A Notebook Pc.?

My friend is buying a PC notebook computer (as well as my eventual miniPC purchase to use as a media streamer) and I'm not 100% sure which processors are good or garbage. Is there a tech blog or geek blog with a running top ten list which shows the best processors currenlty on the market. I'm pretty sure a dual core is a best bet but I'm not fully certain beyond that.
